John Mulligan (Ret.) Celebration of Life

On January 23, 2026, the Poudre Fire Authority and the Northern Colorado community gathered at Timberline Church to celebrate the life and legacy of Retired Fire Chief John Mulligan. Chief Mulligan’s career was defined by servant leadership and a tireless commitment to public safety. Spanning over three decades, his journey began in California with the West Covina Fire Department, the Foothills Fire District, and the Lompoc Fire Department. In 1978, he brought his vision to Colorado, taking the helm of the Fort Collins Fire Department.

A Visionary for the Community Chief Mulligan was a true innovator. Long before modern GPS and MDT systems existed, he worked to consolidate the Poudre Valley Fire Protection District and the Fort Collins Fire Department into what we now know as the Poudre Fire Authority. His “closest engine dispatch” philosophy ensured that help arrived as fast as possible, regardless of jurisdictional boundaries—a pivotal shift that continues to save lives today. The Final Watch In a moving display of tradition and respect, PFA firefighters performed a continuous casket watch leading up to the ceremony. We were honored to be joined by members from:

We extend our deepest gratitude to Chief Mulligan’s wife, Kit, and their family. The presentation of the flag commemorated 33 years of unwavering dedication to our citizens. Chief Mulligan didn’t just lead an agency; he built a foundation of leadership that will endure for generations.
