Jacksonville Fire & Rescue Department was formed in 1868 as the Friendship Hook and Ladder Company. Several fire companies including the Mechanics Steam Fire Engine Company and the Aetna Steam Fire Engine Company was organized in 1870 and formed the Jacksonville Volunteer Fire Department. By 1871, Jacksonville had six volunteer fire companies: Friendship Hook & Ladder Company, Mechanics Steam Fire Engine Company, Aetna Steam Fire Engine Company, Alert Hose Company, Phoenix Hose Company, and the Americus Hook & Ladder Company. In 1876, a group of 22 African Americans organized the Duval Hose Company. In 1886 the City Council passed an ordinance establishing a professional fire department, as the Jacksonville Fire Department. In 1968, the Jacksonville City and Duval County governments consolidated. Jacksonville Beach Fire Department merged in 2019.
